SENATE BILL No. 718

 

 

October 4, 2011, Introduced by Senators BIEDA and GLEASON and referred to the Committee on Government Operations.

 

 

 

     A bill to amend 1986 PA 268, entitled

 

"Legislative council act,"

 

(MCL 4.1101 to 4.1901) by adding section 703.

 

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

 

     Sec. 703. (1) The capitol public improvement fund is created

 

within the legislative council.

 

     (2) The state treasurer may receive money from any source for

 

deposit into the fund. The state treasurer shall credit to the fund

 

all money received under section 442(2) of the management and

 

budget act, 1984 PA 431, MCL 18.1442. The state treasurer shall

 

direct the investment of the fund. The state treasurer shall credit

 

to the fund interest and earnings from fund investments.

 

     (3) Money in the fund at the close of the fiscal year shall

 

remain in the fund and shall not lapse to the general fund.

 


     (4) The Michigan capitol committee shall expend money from the

 

fund, upon appropriation, only for capitol staff training and

 

capitol improvement projects for which other sources of funding do

 

not exist. The Michigan capitol committee may only provide funding

 

for projects under this section that are submitted to the Michigan

 

capitol committee by a member of the house of representatives, a

 

member of the senate, the director of the legislative council

 

facilities agency, or the executive director of the Michigan

 

capitol committee.

 

     (5) As used in this section, "fund" means the capitol public

 

improvement fund created in subsection (1).

 

     Enacting section 1. This amendatory act does not take effect

 

unless Senate Bill No. 719                                    

 

            of the 96th Legislature is enacted into law.
