Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for fiscal year 2019-2020 is $450,000.00 and total state spending from state sources to be paid to local units of government for fiscal year 2019-2020 is $450,000.00.

Sec. 202. The appropriations made and expenditures authorized under this act and the departments, commissions, boards, offices, and programs for which appropriations are made under this act are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

 

DEPARTMENT OF EDUCATION

Sec. 301. (1) From the funds appropriated in part 1 for school board training grants, the department of education shall approve and fund a training program for board members newly elected or appointed after November 1, 2020 to be completed within the board member's first 2 years of being appointed or elected. The training program described in this section must include, but not be limited to, instruction for board members in all of the following topic areas:

(a) Conflicts of interest related to board members.

(b) Labor relations.

(c) Education law.

(d) School finance.

(e) Board governance.

(2) If a board member does not complete a training program described and required under subsection (1), the other board members shall ensure that both of the following are displayed on the school district's, intermediate school district's, or public school academy's website homepage:

(a) The noncompliant board member's first and last name.

(b) A statement indicating that the board member under subdivision (a) did not complete the training as required under subsection (1).

(3) The board shall ensure that the first and last name of each board member who completes a training program described and required under subsection (1) is displayed on the school district's, intermediate school district's, or public school academy's website homepage along with a statement indicating that the board member completed the training.

(4) As used in this section, "board member" means a member of the board of a school district or intermediate school district or a member of the board of directors of a public school academy.
