Sec. 201. Pursuant to section 30 of article IX of the state constitution of 1963, total state spending from state sources under part 1 for the fiscal year ending September 30, 2021 is $1,250,000.00 and total state spending from state sources to be paid to local units of government is $1,250,000.00.

Sec. 202. The appropriations made and expenditures authorized under this part and part 1 and the departments, commissions, boards, offices, and programs for which appropriations are made under this part and part 1 are subject to the management and budget act, 1984 PA 431, MCL 18.1101 to 18.1594.

Sec. 203. If the state administrative board, acting under section 3 of 1921 PA 2, MCL 17.3, transfers funds from an amount appropriated under this act, the legislature may, by a concurrent resolution adopted by a majority of the members elected to and serving in each house, inter-transfer funds within this act for the particular department, board, commission, office, or institution.

 

DEPARTMENT OF TREASURY

Sec. 301. From the funds appropriated in part 1 for COVID-19 nursing home investigation grants to prosecutors, the department of treasury shall provide grants of up to $250,000.00 to county prosecutors who submit a request for grants to fund an appropriate and reasonable investigation into the long-term care and

residential care facility policies implemented by the governor and the Michigan department of health and human services, and the reported data on infection and transmission rates, tracking, tracing, and number of deaths associated with these facilities during the COVID-19 pandemic. Grants shall be equal to $250,000.00 or the amount requested by the county prosecutor who submitted the request, whichever is less. Grants provided to county prosecutors under this section must only be used to support the costs of the investigations described in this section.

Sec. 302. County prosecutors who receive grants under section 301 shall provide, on at least a quarterly basis until 6 months after their investigation has been completed, updates on how grants allocated to them under section 301 were spent to the senate and house appropriations committees.
