A bill to amend 1917 PA 5, entitled
"An act authorizing organized townships and incorporated villages in the state of Michigan to borrow money and to issue bonds therefor for the purpose of establishing free public libraries, purchasing sites and constructing buildings thereon,"
by amending section 2 (MCL 397.322).
the people of the state of michigan enact:
Sec. 2. The question of issuing the bonds , provided for in under section 1 of this act, shall must be submitted to the legal voters electors of such a township , or incorporated village , by the township board, the village council, or the board of trustees , within 30 days after the filing of the application mentioned in is filed under section 1. , giving due Before January 1, 2022, the township board, the village council, or the board of trustees shall provide notice thereof of the question of issuing bonds under section 1 by causing posting in writing or print the date, place of voting, and object of said the election to be stated in written or printed notices to be posted in 5 public places in such the township , or incorporated village , at least 10 days before the time fixed by said the board for such the election, and by publishing the same notice in at least 1 newspaper published in said the township , or incorporated village, or if none be a newspaper is not published in said the township , or incorporated village, then in some a newspaper published in the same county , which is and circulated in such the township or incorporated village, at least 2 weeks before the time of such the election. Such Beginning January 1, 2022, not less than 14 days before the time of the election, the township board, the village council, or the board of trustees shall provide public notice of the question of issuing bonds as set forth in the local government public notice act. The notice shall must state the amount of money proposed to be raised by such the bonding, and the purpose or purposes to which it shall the money will be applied.
Enacting section 1. This amendatory act does not take effect unless Senate Bill No.____ or House Bill No. 6440 (request no. 02449'19) of the 100th Legislature is enacted into law.
