A bill to provide education assistance for certain
entrepreneurship courses and training; and to prescribe the powers
and duties of certain state and local governmental officers and
entities.
THE PEOPLE OF THE STATE OF MICHIGAN ENACT:
Sec. 1. This act shall be known and may be cited as the
"entrepreneurship education act".
Sec. 3. As used in this act:
(a) "Annual family income" means the combined annual adjusted
gross income, as reported for federal income tax purposes, of an
individual and all of the following:
(i) All individuals 15 years of age or older who reside with
that individual.
(ii) If that individual is 23 years of age or younger, his or
her parents, whether or not they reside with that individual.
(b) "Approved school" means any of the following:
(i) A degree or certificate granting public or private college,
university, or community or junior college in this state.
(ii) A nonprofit association, corporation, or foundation
approved by the department to provide courses in entrepreneurship.
(iii) A training program approved by the department to provide
courses in entrepreneurship.
(c) "Courses in entrepreneurship" means educational courses,
classes, or training that provide a student with the fundamental
aspects of starting or operating a small business or venture,
including, but not limited to, the profile of an entrepreneur;
opportunity recognition; business feasibility assessment; building
a business model; industry and market competition; market analysis;
pricing; financial analysis and statements relating to start-up
costs, operational expenses, and cash flow; raising
commercialization capital; procuring government-sponsored research
and development grants for developing technology innovations;
licensing and transferring technology from universities; developing
a business plan; and similar courses, classes, or training approved
by the department. The term includes, but is not limited to, a
course, class, or training that is part of a broader training
program or a curriculum or degree or certificate program in
entrepreneurial or small business management or administration.
(d) "Department" means the department of labor and economic
growth.
(e) "Eligible costs" means tuition costs and any other costs
directly related to instruction, books and materials, and other
fees incurred by an individual for enrollment in 1 or more courses
in entrepreneurship and the cost of supportive services for that
individual.
(f) "Eligible student" means an individual who meets all of
the following:
(i) Is currently unemployed; is employed but has received a
notice of termination or layoff from employment; or has annual
family income of $40,000.00 or less.
(ii) Is at least 18 years old.
(iii) Did not graduate from high school within the preceding 2
years.
(iv) Is not a full-time college student, as determined by the
department.
(v) Meets any other standards established in guidelines
adopted by the department under this act.
(g) "Supportive services" means any of the following:
(i) Personal guidance and counseling, including, but not
limited to, crisis intervention, information, and referral, life-
skills counseling, and mentoring.
(ii) Supplemental services, including, but not limited to,
helping the individual with child care subsidies or vouchers,
transportation passes, and book or supply vouchers.
Sec. 5. (1) An eligible student who enrolls in 1 or more
qualified courses in entrepreneurship at an approved school is
eligible for and may receive educational assistance for the
eligible costs he or she would have otherwise paid the approved
school in connection with the course or courses.
(2) The department may establish the form or format of the
educational assistance application.
(3) The department shall determine the maximum amount and
duration of educational assistance an eligible student may receive
under this act.
Sec. 7. (1) The department shall annually assess the
performance of approved schools in providing effective
entrepreneurship education.
(2) The department may adopt guidelines to implement and
administer this act.
