Requiring a nonprofit entity that receives at least $750,000 of State aid during a fiscal year to submit a specified report to the Governor's Office of Minority Affairs on or before September 1 after the close of the fiscal year in which the State aid is received; requiring the report to contain specified information relating to the State aid and number and value of contracts between the nonprofit and certified minority business enterprises; etc.
