Requiring the Maryland Transportation Authority to establish discounted variable toll rate for specified commuters who cross the Thomas J. Hatem Memorial Bridge between the hours of 5:00 a.m. and 7:00 p.m. daily; requiring specified persons to register with the Authority and present documentation and other information to qualify for the discounted variable toll rate; authorizing the Authority to adopt regulations; etc.
