Summary

Prohibiting sellers of prepaid mobile phones from selling more than three prepaid mobile phones to a person within a 24-hour period; requiring sellers at the time of sale to obtain and copy specified identification from the buyer of a prepaid mobile phone or prepaid refill card; establishing record-keeping requirements for sellers; providing that the records are not public and are confidential; authorizing State and local law enforcement officers to view the records at specified times under specified circumstances; etc.
