Requiring the Department of Transportation to categorize the major transportation projects being considered for inclusion in the Consolidated Transportation Program into four project categories; requiring the Department to rank each project under the appropriate category using the project-based scoring system; and requiring the Department to increase a certain weighting metric by 45% for a project located in a minority, rural, or underserved community.
