Expanding the types of energy sources that qualify as Tier 1 renewable sources under the renewable energy portfolio standard; adding certain wastewater used in certain manners to the definition of a "Tier 1 renewable source"; authorizing energy from a wastewater heating or cooling system to be eligible for inclusion in meeting the renewable energy portfolio standard under certain conditions; requiring the Public Service Commission to determine the energy savings of a wastewater heating or cooling system in a certain manner; etc.
