Summary

Providing that citizens of the United States who have never resided in the United States and overseas voters who resided in the State before departing from the United States to live overseas are deemed to be residents of the State for purposes of voter registration under certain circumstances; authorizing an individual who is deemed to be a resident of the State to register to vote and vote in federal, State, and local elections in a certain county; etc.
