Summary

Requiring an appeal to a circuit court from a final judgment of an orphans' court to be heard by the circuit court on the record made in the orphans' court rather than to be heard de novo; providing that the Act applies only prospectively to the estate of a decedent who dies on or after the effective date of the Act.
