Authorizing the Public Service Commission, by regulation or order, to require or allow the procurement of solar renewable energy credits under long-term contracts as part of a specified competitive process; requiring the Commission to consider specified factors in determining a specified requirement to procure solar renewable energy credits; and providing an exception to a requirement that the duration of a specified contract term may not be less than a specified number of years; etc.
