Summary
Amend KRS 45.247, regarding the state construction contingency account, to specify uses of moneys in the account; mandate the any unspent balance at the end of a fiscal year in excess of 10% of the previous year's annual appropriation be transferred to the state construction account; amend KRS 176.432 to require reporting of highway construction contingency account expenditures monthly, rather than quarterly; amend KRS 224.43-505 to specify that the entire $5 million annual Road fund transfer to the Kentucky Pride fund be taken from the highway construction contingency account.
