Summary

Propose an amendment to Section 14 of the Constitution of Kentucky to authorize the General Assembly to enact a general law to establish a review panel for professional malpractice claims, to deny access to the courts for claims determined to be frivolous based upon the review, provide claimants with limited judicial review of the determination of the review panel, and establish standard of proof.
