Summary
Amend KRS 138.510 to allow associations conducting wagering on historical horse races as a joint venture to apply to the Horse Racing Commission for an alternative distribution to the various breed funds from the statutorily established distribution; require the commission to provide any approved alternative distribution to the Department of Revenue.
