Summary

Propose to create a new section of the Bill of Rights of the Constitution of Kentucky incorporating the Ninth and Tenth Amendments to the Constitution of the United States into the Constitution of Kentucky, declare that any usurpations of these rights or powers, including any declaration of emergency or martial law or otherwise, by federal, state, or local governments or any subdivisions thereof, or by any supra-national entity, shall be defended against by this Commonwealth or its people using all lawful means.
