Summary

Amend KRS 186.450, regarding instruction permits, to lower the minimum age for application for a permit to 15 years and 6 months; clarify that permit holders are still not eligible to apply for an intermediate operator's license until the age of 16; amend KRS 186.452 and 186.410 to conform.
