Summary

Create a new section of KRS Chapter 6 to require a systematic review by the Program Review and Investigations Committee of the Legislative Research Commission, with the assistance of the Commerce Cabinet, the Cabinet for Economic Development, and the Department of Revenue, of each tax increment financing, tourism development, and economic development program one year prior to its expiration as scheduled; amend KRS 131.190 to mandate that limited LRC staff, but not General Assembly members, have access to confidential state tax return data to perform the review and subject LRC staff to penalties for improper browsing or dissemination of confidential data.
