Amend KRS 141.010 to permit a deduction for contributions to the Kentucky Educational Savings Plan Trust; Amend KRS 164A.370 to clarify tax treatment of refunds from participant accounts; create a new section of KRS 164A.300 to 164A.380 to specify reporting requirements for refunds from participant accounts; Make effective for tax years on and after January 1, 2015, and sunset in 2026.
