Authorizes the state department of health (state department) to enter into partnerships to encourage best practices in: (1) identification and testing of populations at risk of disease related to illegal drug use; and (2) the health care treatment of incarcerated individuals for conditions related to illegal drug use. Authorizes the state health commissioner to declare a public health emergency.
