MADAM PRESIDENT:
I offer the following resolution and move its adoption:
A SENATE RESOLUTION to honor Skylar Diggins.
Whereas, Skylar Kierra Diggins, a native of South Bend,
Indiana, was selected as the 3rd overall draft pick in the 2013
WNBA draft by the Tulsa Shock;
Whereas, Skylar played four years as a starter for the South
Bend Washington High School Panthers, and attended college
at the University of Notre Dame, where she was one of the
nation's premier point guards for the Lady Irish all four years;
Whereas, At Washington High School, Skylar led the
Panthers to four consecutive state championship games and
one State Championship in 2007. In her senior year, she
averaged a state-best 29 points per game;
Whereas, At the University of Notre Dame, Skylar led the Lady Irish to their second and third championship game appearances, and a Big East regular season title. She was selected to participate on a variety of honorary basketball teams, including the 2011 State Farm Coaches All-America Team. Her participation on this team made her one of only two sophomores to receive the honor, and she was the third Lady
Irish player in the school's history to be selected. She leaves
Notre Dame with a 119-19 record;
Whereas, Skylar has already earned a multitude of awards
in her basketball career, including consecutive Big East Player
of the Year awards in 2012 and 2013, consecutive Associated
Press All-American First Team in 2012 and 2013, Most
Outstanding Player of the 2011 NCAA Dayton Regional, 2009
consensus Naismith Prep Player of the Year, 2009 Indiana Miss
Basketball, 2009 South Bend Tribune Girls' Athlete of the Year,
two-time MaxPreps Indiana Player of the Year in 2008 and
2009, consecutive Gatorade Player of the Year awards in 2008
and 2009, and she was a McDonald's All-American coming out
of high school;
Whereas, Skylar finished her high school career with 2,790
points, the third highest girl's scoring total in Indiana history.
She finished college as the first Lady Irish player to register
600 points, 200 assists, and 100 steals in a single season, beat
the Notre Dame career scoring record with a total of 2,131
career points, and has the second most career assists of either
gender in the university's history;
Whereas, Skylar was part of the United States team that
went undefeated and won the gold medal at the 2008 FIBA
Under-18 Americas Championship in Buenos Aires, Argentina.
She started all five games, and ranked among the top 10 in the
entire tournament in scoring, field goal percentage, assists,
steals, and assist-to-turnover ratio. The following year, she was
selected as a United States co-captain for the FIBA Under-19
World Championship in Bangkok, Thailand;
Whereas, Skylar is the daughter of Renee Scott and Tige
Diggins, stepdaugther to Maurice Scott, and sister to Destyn
Diggins, Maurice Scott, Jr., Tige Diggins, Jr., and Haneefah
Davis;
Whereas, When not playing basketball, Skylar has served
as a physician's assistant intern in Washington's Medical
Magnet Program, volunteered with the national Young Life
ministry, participated in the Educational Talent Search and
Project Excel Programs, and has participated in youth
empowerment, leadership, and educational enrichment
programs on behalf of the Girlfriends Group; and
Whereas, Skylar is known for her mental toughness, superb
athletic ability, maturity, creativity, and being an energetic and
passionate leader that inspires those around her: Therefore,
SECTION 1. The Indiana General Assembly honors Skylar Diggins on her success in basketball and wishes her well in the WNBA.
SECTION 2. The Secretary of the Senate is hereby directed to transmit a copy of this Resolution to Skylar Diggins.
