SENATE RESOLUTION


     MADAM PRESIDENT:

    I offer the following resolution and move its adoption:

    A SENATE RESOLUTION urging the Legislative Council to assign the topic of unifying water resources management in Indiana to the environmental quality service council for study.

    Whereas, The current Indiana system of water management is conducted by a patchwork grouping of agencies with inconsistent standards across the state, and none of these agencies are solely focused on the management of Indiana's water resources;

    Whereas, The study should determine whether it is more beneficial to create an entirely new agency, or as a faction of a current organization, such as the Indiana Department of Environmental Management or the Department of National Resources; and

    Whereas, Consolidating various permitting schemes will simplify the permitting process and improve the consistency of permitting decisions on issues such as drainage, flood control, and water supply planning: Therefore,

Be it resolved by the Senate of the

General Assembly of the State of Indiana:

    SECTION 1. The Legislative Council is urged to assign the topic of unifying water resources management in Indiana to the environmental quality service council for study.
