Synopsis: Principal leadership grant program. Establishes the
principal leadership grant program. Establishes the principal leadership
fund. Provides that the fund consists of money appropriated by the
general assembly and grants, gifts, and donations. Changes the date,
from February 1 to April 1, by which the governing body shall give
written notice of renewal or refusal to renew the assistant
superintendent's, principal's or assistant principal's contract.

A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY
1, 2013]:
Chapter 9. Principal Leadership Grant Program
Sec. 1. The principal leadership grant program is established to
achieve excellence in teacher and student performance by
strengthening leadership and management skills of practicing
Indiana public school principals.
Sec. 2. (a) The state board, in consultation with the department,
shall adopt rules under IC 4-22-2 that establish:
(1) requirements that public school principals must meet to be
eligible to receive a grant from the principal leadership grant
fund established by section 3 of this chapter to pay for
training at a postsecondary educational institution;
(2) criteria or curriculum requirements for courses and
programs that are offered by a postsecondary educational
institution and that may be paid for with a grant provided
under this chapter;
(3) a requirement that a course or program described in
subdivision (2) contain a mentoring component; and
(4) metrics and an accountability system to determine the
effectiveness of a course or program described in subdivision
(2).
(b) A program or course at a postsecondary educational
institution that a public school principal pays for with a grant
received under this chapter must teach the following:
(1) How to develop the leadership skills and management
techniques necessary for providing quality education in
Indiana schools.
(2) How to improve teacher and student performance.
(3) How to strengthen communication and leadership skills
required for the establishment of a broad based support for
public education.
(4) Management skills for use in improving curriculum and
instruction.
(5) How to improve the school environment.
(c) The department may award grants under this chapter to
public school principals who meet the eligibility requirements
established by the state board under section 2 of this chapter.
Sec. 3. (a) The principal leadership grant fund is established to
provide grants under this chapter.
(b) The fund shall be administered by the department.
(c) The fund consists of:
(1) appropriations made to the fund by the general assembly;
and
(2) grants, gifts, and donations intended for deposit in the
fund.
(d) The treasurer of state shall invest the money in the fund not
currently needed to meet the obligations of the fund in the same
manner as other public money may be invested. Interest that
accrues from these investments shall be deposited in the fund.
(e) Money appropriated to or otherwise available in the fund
that is unexpended at the end of a state fiscal year does not revert
to the state general fund but remains available to the department
for use under this chapter.
Sec. 4. To receive a grant under this chapter, a public school
principal must meet the eligibility requirements established by the
state board under section 2 of this chapter and must submit an
application to the department on a form prescribed by the
department.
