SENATE BILL No. 288



    A BILL FOR AN ACT to amend the Indiana Code concerning education.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 20-20-40; (12)IN0288.1.1. -->     SECTION 1. IC 20-20-40 IS ADDED TO THE INDIANA CODE AS A NEW CHAPTER TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2012]:
     Chapter 40. Office of Child Development and Early Learning
    Sec. 1. As used in this chapter, "office" refers to the office of child development and early learning established by section 2 of this chapter.
    Sec. 2. (a) The office of child development and early learning is established within the department.
    (b) The state superintendent shall, not later than August 1, 2012, appoint staff for the office.
    Sec. 3. The office shall collaborate with the division of family resources established by IC 12-13-1-1 to create a plan to expand the department's kindergarten through grade 12 education planning and oversight to include pre-kindergarten education.
    Sec. 4. The office shall do the following:
        (1) Request that the colleges and universities in Indiana that

have teacher education degree programs testify before an:
            (A) interim study committee concerning education; or
            (B) interim study committee concerning child care;
        of the general assembly regarding options for inclusion of pre-kindergarten teaching education in the teacher education degree programs.
        (2) Develop a plan to include pre-kindergarten education in the department's education planning and oversight.
        (3) Develop educational development benchmarks for children from infancy through age four (4).
        (4) Report to an interim study committee described in subdivision (1) concerning the office's progress in:
            (A) performing the duties specified in subdivisions (1) through (3), not later than October 31, 2012; and
            (B) implementation of a plan to include pre-kindergarten education in the department's education planning and oversight, not later than September 30, 2014.
