Bill Title: Construction and construction permits. Amends the law requiring the state department of health to approve or disapprove a construction permit application in not more than 30 days to specify that the law applies to applications for permits for the construction of nonresidential onsite sewage systems. Provides that the construction, acquisition, or leasing of any sewage works by a municipality is initiated by the adoption, by the municipal works board or other appropriate body of the municipality, of a resolution (rather than by the adoption by the municipal legislative body of an ordinance).
