    A CONCURRENT RESOLUTION to honor the lifetime achievement of David J. Allen.

    Whereas, David J. Allen was born in East Chicago, IN to David F. Allen and Emma C. Allen; and
    
    Whereas,
he attended American University and Indiana University earning his B.S. (1957), A.M.T. (1959), and J.D. (1965); and

    Whereas, he was admitted to the Indiana Bar Association in 1965 and the U.S. Supreme Court in 1968; and

    Whereas, he was the senior partner in the law firm of Hagemier, Allen & Smith from 1974 until his death; and

    Whereas, he was a well-known and capable expert in government matters, in particular the legislative process serving as Administrative Assistant to Governor Matthew E. Welsh (1961-65); and

    Whereas, he served as Counsel to: Governor Roger D. Branigin (1965-69), Governor Edgar D. Whitcomb (1969), Indiana State University (1969-1970), Indiana Speaker of the House (1975-76), Indiana State Senate President Pro Tempore (1977-78), minority party of the Indiana House and

Senate (1979-88), Governor Evan Bayh (1989), Governor Frank O'Bannon (1997-2003); and

    Whereas, he was honored with the highest award in Indiana as a Sagamore of the Wabash; and

    Whereas, David advocated for effective government and served as a bridge across party lines by putting the interests of the nation and state above partisan objectives; and

    Whereas, David served as a member of the Indiana State Police Board (1968-2007), Indiana Law Enforcement Training Board and Advisory Counsel (1968-1985), Indiana Commission to Recommend Changes in the Legislative Process (1990-2002), Indiana Criminal Code Revision Study Commission (1998-2002), and as Commissioner for the Indiana Commission on the Recodification and Revision of the Indiana Administrative Adjudication Act (1985-1987); and

    Whereas, David was an Adjunct Professor of Public Law and Environmental Affairs at Indiana University Bloomington's School of Public and Environmental Affairs, inspiring many students to pursue careers in public service;

    Whereas, David was a devoted member of Acacia Fraternity, served as its National President at the time of his death, receiving the fraternity's George F. Patterson Jr. Award, the Acacia Award of Merit, and the Order of the Pythagoras; and

    Whereas, David was a 50 year member of the East Chicago Masonic Lodge #595 F & A. M., South Bend 32nd Degree Consistory, Oak Shrine Temple, Michigan City, IN, and Indiana Harbor Commandery; and

    Whereas, David executed both expertise and dedication to the public good throughout his long and productive

career; therefore

Be it resolved by the House of Representatives

of the General Assembly of the State of Indiana,

the Senate concurring:


    SECTION 1. That it is fitting and proper that David J. Allen be remembered and recognized by the State of Indiana for his Lifetime of Service.
    SECTION 2. That the Principal Clerk of the House of Representatives transmit a copy of this resolution to the International Council of Acacia Fraternity.
