Bill Title: Availability of electronic medical records. Requires a health care provider to electronically record information from the examination of or provision of services to a patient into the patient's electronic health record within 72 hours after the patient visit. Sets forth a civil penalty of $500 per patient visit for a health care provider who fails to update the patient's electronic health record, and requires the state department of health to enforce violations.
