Synopsis: Admissions preference for Indiana residents. Requires a state educational institution to limit the admission of students who are not Indiana residents to not more than 25% of each freshman class. Makes an exception if all Indiana residents who meet the state educational institution's standards for regular admission and have applied have been admitted. Requires a state educational institution to give priority in graduate school admissions to Indiana residents.

HOUSE BILL No. 1141



    A BILL FOR AN ACT to amend the Indiana Code concerning higher education.

Be it enacted by the General Assembly of the State of Indiana:

SOURCE: IC 21-40-3-5; (10)IN1141.1.1. -->     SECTION 1. IC 21-40-3-5 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOW [EFFECTIVE JULY 1, 2010]: Sec. 5. (a) Except as provided in subsection (b), the board of trustees of each state educational institution shall establish standards that limit the admission of students who are not Indiana residents to not more than twenty-five percent (25%) of each freshman class.
    (b) A state educational institution may exceed the twenty-five percent (25%) limit established under subsection (a) for a freshman class if all Indiana residents who:
        (1) meet the requirements for regular admission under IC 21-40-4-2(c); and
        (2) have applied for admission as freshmen;
have been admitted.
    (c) The board of trustees of each state educational institution that offers graduate degree programs shall establish standards giving priority for admission to the state educational institution's

graduate degree programs to qualified Indiana residents.
