Bill Title: Education matters. Provides a $1,000 state income tax credit for an individual who is a licensed K-12 classroom teacher with respect to state income taxes on the income earned from the individual's employment as a classroom teacher. Replaces the ISTEP test program with an assessment program developed by the state board of education (state board) and the department of education. Specifies that the assessment program may not include measures or requirements that exceed measures and requirements in the federal Every Student Succeeds Act (ESSA). Changes the definition of a probationary and professional teacher. Expands the definition of an eligible student
