Provides that if a wastewater utility charges different rates for different classes of property based at least partially on consumption, the utility must charge a rental unit community a rate based at least partially on consumption. Provides that, despite a contrary administrative rule, a person who uses a wastewater management vehicle to remove wastewater from a customer's sewage disposal system need not show on the invoice provided to the customer: (1) the date on which the wastewater was removed; or (2) the amount of wastewater removed; if the sewage disposal system is a chemical
