Bill Title: Bias motivated crimes. Enhances the sentence for a crime committed: (1) due to a real or perceived immutable characteristic or religious belief of the victim; and (2) with intent to cause bodily injury, or to cause the victim to feel terrorized, frightened, intimidated, or threatened.
