Bill Title: Average daily membership counts in school funding formula. Provides that for purposes of determining the adjusted average daily membership (ADM) for distributions for state fiscal years beginning after June 30, 2017, the school corporation's February count of ADM is the greater of the school corporation's September or February count of ADM.
