Bill Title: Transportation finance. Repeals the fuel tax index factors. Fixes the gasoline tax rate at 29 cents per gallon, the gasoline tax rate in effect on July 1, 2018. Fixes the special fuel tax rate at 48 cents per gallon, the special fuel tax rate in effect on July 1, 2018. Increases the percentages for distributions from the motor vehicle highway account to counties, cities, and towns: (1) from 12.13% to 15%, for cities and towns; and (2) from 25.87% to 30%, for counties. Eliminates the inflation adjustment of the supplemental fees to register electric and hybrid vehicles.
