Bill Title: Use of federal funds. Requires each state agency to report to the office of state based initiatives and the budget agency on the use of any federal funds and to adopt a contingency plan to address the impact on programs if federal funding were reduced or eliminated. Provides that the office of state based initiatives shall compile a comprehensive report covering all state agencies.
