Bill Title: Improvements in historic districts. Provides that certain requirements for an alteration to a historic site or a historic structure do not apply to a construction project that is funded by the state and that involves the substantial alteration, demolition, or removal of a road or a sidewalk within the boundaries of the property of a historic site or a historic structure. Requires a person who intends to perform a construction project on a road or a sidewalk within the boundaries of the property of a historic site or a historic structure to submit an application for a certificate of approval
