Bill Title: Maintenance of effort requirements for receipt of federal grants. Provides that a state agency, a state employee, or an agent acting on behalf of the state may not enter into any agreement that obligates the state to any maintenance of effort requirements, in connection with the receipt of federal grants or the entering into of a cost-sharing agreement, without the express prior consent of the general assembly that is included in a resolution adopted by the general assembly or an act enacted by the general assembly.
