Bill Title: Defenses relating to controlled substance offenses. Provides a defense to prosecution of certain offenses relating to controlled substances if: (1) before a law enforcement officer performs a search of the person or the person's property, the person informs the law enforcement officer that the person is in possession of a hypodermic syringe or needle; and (2) there is no more than a residual amount of a controlled substance located in the hypodermic syringe or needle.
