Bill Title: Court fees. Provides that the clerk of a court shall collect a $5 fee for a certificate under seal attached in authentication of a copy of any record, paper, or transcript. (Under current law, the fee is $1.) Specifies that fees collected for a certificate under seal attached in authentication of a copy of any record, paper, or transcript are deposited into the clerk's record perpetuation fund (fund). Provides that a clerk shall, on the fifth day of each month, distribute 50% of the fee collected for a certificate under seal attached in authentication of a copy of any record,
