Recognition of veterans of the Gulf Wars. Provides for the soldiers and sailors of the Gulf Wars to be entitled to the same rights and privileges provided by law and held by the soldiers and sailors of other wars and their surviving spouses and orphans. Creates the Veterans Bonus Program.
