Summary

Medical marijuana. Defines "qualifying patient" and permits a qualifying patient to use medical cannabis under certain circumstances. Requires the state department of health to adopt rules before July 1, 2016, concerning the use, distribution, cultivation, production, and testing of medical cannabis. Provides immunity for physicians who recommend the medical use of cannabis. Makes conforming amendments.
