Summary

Changes the age of eligibility to be a youth advisory council (council) member from 14 to 18 years of age to 16 to 20 years of age. Staggers the terms of the council members. Provides that an appointing authority may remove an appointed member of the council for cause, including the failure to attend at least two meetings within a one year period. Provides that a member who attends a meeting of the council has a lawful excuse to be absent from school. Establishes the youth advisory council fund (fund) to receive appropriations, grants, gifts, and donations. Provides that money in the fund is available, with the approval of the budget agency, to augment and supplement the funds appropriated to the department of education to implement the council.
