Summary

Provides that if a contract between a municipality and the owners of property located outside the corporate boundaries of the municipality provides for the payment of money to the municipality in exchange for a municipal utility owned by the municipality providing service outside the municipality's corporate boundaries, the municipality is prohibited from using the money paid under the contract for any purpose that is not directly related to the municipal utility's provision of utility service.
