Bill Title: Amends the Illinois Vehicle Code. Provides that no person shall drive a motor vehicle and meet or overtake from either direction a stopped waste service vehicle at a speed in excess of 15 miles per hour. Provides for the circumstances in which the 15 mile per hour speed limitation on passing waste service vehicles shall apply. Makes a violation of this Section a petty offense with a minimum fine of $150. Imposes a fine of not less than $300 but no more than $1,000, or confinement in jail for not more than one year, or both, for a violation resulting in serious injury or death to a waste service vehicle worker. Defines the term, "waste service vehicle".
