Bill Title: Amends the State Finance Act. Creates the East St. Louis Financial Advisory Authority Trust Fund as a special trust fund in the State treasury. Provides for the Authority to transfer money into the Fund. Allows the Authority to expend moneys from the Fund for any legal expense of the Authority, including its personnel costs. Deems its employees to be State employees. Provides that the Fund is not subject to appropriation. Effective immediately.
