Bill Title: Creates the Independent Commission on Law Enforcement Act. Provides that the purpose of the Act is to investigate and review incidents of law enforcement officer-involved shootings, use of deadly force by law enforcement, complaints of the use of excessive force, and complaints of wrongful death. Sets forth membership of the Commission. Requires the Commission to issue a report by July 1, 2016, and each July 1 thereafter, containing findings of best practices within the State and across the nation with respect to law enforcement policies on the citizen complaint process, the internal disciplinary system, community outreach and communication practices, use of force procedures, and investigations of officer complaints, and recommending statutory and programmatic changes.
