Bill Title: Urges the Director of Children and Family Services and the Director of Public Health to submit, by January 1, 2017, a joint report to the General Assembly and the Governor that sets forth its transition plan and recommendations regarding the merits of transferring the administration of all child death review teams from the Department of Children and Family Services to the Department of Public Health.

2 | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | ||||||
3 | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Director of | ||||||
4 | Children and Family Services and the Director of Public Health | ||||||
5 | to submit, by January 1, 2017, a joint report to the General | ||||||
6 | Assembly and the Governor that sets forth its transition plan | ||||||
7 | and recommendations regarding the merits of transferring the | ||||||
8 | administration of all child death review teams from the | ||||||
9 | Department of Children and Family Services to the Department of | ||||||
10 | Public Health; and be it further
| ||||||
11 | RESOLVED, That in preparing the joint report, the Directors | ||||||
12 | should consult with knowledgeable experts and other | ||||||
13 | stakeholders in the field, including, but not limited to: (i) | ||||||
14 | pediatricians knowledgeable about child abuse and neglect; | ||||||
15 | (ii) national experts in the area of child abuse, neglect, and | ||||||
16 | child fatality; (iii) members of the Child Death Review Teams; | ||||||
17 | (iv) forensic pathologists; (v) the Office of the Cook County | ||||||
18 | Public Guardian; (vi) the Cook County State's Attorney's Office | ||||||
19 | and offices of State's Attorneys of other counties; and (vii) | ||||||
20 | members of the law enforcement community. In addition, the | ||||||
21 | Directors may conduct a public hearing or hearings to receive | ||||||
22 | additional information from members of the public; and be it | ||||||

1 | RESOLVED, That the joint report shall: (i) make a | ||||||
2 | recommendation regarding the merits of transferring the | ||||||
3 | administration of all child death review teams from the | ||||||
4 | Department of Children and Family Services to the Department of | ||||||
5 | Public Health as well as its proposed transition plan; (ii) | ||||||
6 | make one or more recommendations regarding programmatic | ||||||
7 | changes, if any, that should or should not be made to the | ||||||
8 | administration of child death review teams; and (iii) include | ||||||
9 | suitable draft legislation to implement the recommendations | ||||||
10 | made by the Directors as part of their report; and be it | ||||||
11 | further

12 | RESOLVED, That copies of this resolution be
delivered to
| ||||||
13 | the Director of Children and Family Services and the Director | ||||||
14 | of Public Health.
