2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Phillip William Lowery Sr., who passed | ||||||
4 | away on September 14, 2019; and
| ||||||
5 | WHEREAS, Phillip Lowery was born in Chicago to Phillip W. | ||||||
6 | Pratt and Sylvia Lowery on June 12, 1969; he graduated from | ||||||
7 | Dunbar High School and married Felicia A. Williams; and
| ||||||
8 | WHEREAS, As a young adult, Phillip Lowery was baptized at | ||||||
9 | Pilgrim Baptist Church; later, he was a member of Monument of | ||||||
10 | Faith Evangelistic Church, where he was licensed and ordained | ||||||
11 | as a minister and an elder; he was active in street ministries | ||||||
12 | and committed himself to giving back to others; he organized, | ||||||
13 | prepared, and distributed Christmas gift bags to the homeless | ||||||
14 | on Lower Wacker Drive and at Tent City for the last two years; | ||||||
15 | and

16 | WHEREAS, Phillip Lowery was inspired by his grandmother's | ||||||
17 | cooking and developed his own love of cooking; he wore his chef | ||||||
18 | hat at Gibson's, Lawry's Steak House, The Cheesecake Factory, | ||||||
19 | and several others places; he was affectionately known as Chef | ||||||
20 | Lowery; he was also the dedicated chef at Monument of Faith | ||||||
21 | Church and the personal chef to Apostle R.D. Henton; and

1 | WHEREAS, Phillip Lowery had also worked for the Harvey | ||||||
2 | Police Department and held security officer positions; and
| ||||||
3 | WHEREAS, Phillip Lowery was preceded in death by his | ||||||
4 | grandmother, Vera Chatman, and his stepfather, Hollis R. | ||||||
5 | Arrington Sr.; and
| ||||||
6 | WHEREAS, Phillip Lowery is survived by his son, Phillip W. | ||||||
7 | Lowery Jr.; his mother, Sylvia Lowery; his wife, Felicia | ||||||
8 | Lowery; his brother, Hollis R. (Hester) Arrington Jr.; his | ||||||
9 | sisters, Monica Taylor and Kimberly Bailey; his nieces, Mary | ||||||
10 | Ann Dempsey, Gabrielle Arrington, Kristen Williams, Ebony | ||||||
11 | Bailey, and Danielle Bailey; his great-nephews, Elijah McClain | ||||||
12 | and Dareon Brewster; and numerous relatives, friends, and the | ||||||
13 | Monument of Faith Church Family; therefore, be it

14 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
15 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
16 | Phillip William Lowery Sr. and extend our sincere condolences | ||||||
17 | to his family, friends, and all who knew and loved him; and be | ||||||
18 | it further

19 | RESOLVED, That a suitable copy of this resolution be | ||||||
20 | presented to the family of Phillip Lowery as an expression of | ||||||
21 | our deepest sympathy.
