1 | SENATE RESOLUTION
| ||||||
2 | WHEREAS, All Americans agree that Russia's deliberate
| ||||||
3 | interference in our nation's democratic processes is a matter | ||||||
4 | of grave
national security; and
| ||||||
5 | WHEREAS, Recently disclosed United States intelligence | ||||||
6 | findings have
reported that Russia interfered in the 2016 | ||||||
7 | presidential election
and sought to undermine our democratic | ||||||
8 | institutions; and
| ||||||
9 | WHEREAS, On January 6, 2017, an Intelligence Community | ||||||
10 | assessment
entitled "Assessing Russian Activities and | ||||||
11 | Intentions in Recent U.S.
Elections" assessed that "Russian | ||||||
12 | President Vladimir Putin ordered an
influence campaign in 2016 | ||||||
13 | aimed at the U.S. presidential election"; and
| ||||||
14 | WHEREAS, The same assessment warns that "Moscow will apply
| ||||||
15 | lessons learned from its Putin-ordered campaign aimed at the | ||||||
16 | U.S.
Presidential election to future influence efforts | ||||||
17 | worldwide, including
against U.S. allies and their election | ||||||
18 | processes"; and
| ||||||
19 | WHEREAS, As a result, U.S. Senator Richard Durbin,
Senate | ||||||
20 | Judiciary Committee Ranking Member Dianne Feinstein, and
all | ||||||
21 | committee Democrats have called for an independent, bipartisan
|

| |||||||
1 | commission or a select committee of Congress to investigate | ||||||
2 | these
allegations of Russian interference; and
| ||||||
3 | WHEREAS, The National Intelligence Estimate is the formal,
| ||||||
4 | authoritative assessment of the Director of National | ||||||
5 | Intelligence
related to a particular national security issue, | ||||||
6 | which reflects the
collective judgment of the nation's 17 | ||||||
7 | intelligence agencies; and
| ||||||
8 | WHEREAS, The public also needs assurance that federal law
| ||||||
9 | enforcement is actively investigating these matters and that, | ||||||
10 | if the
investigation finds evidence that Russian officials | ||||||
11 | perpetrated or
directed such acts, appropriate criminal | ||||||
12 | charges and sanctions will
be announced and enforced; and
| ||||||
13 | WHEREAS, It is also clear that the American public needs
| ||||||
14 | confirmation that America's next Attorney General would | ||||||
15 | continue any
investigation on this matter, independent of | ||||||
16 | directives by the White
House to terminate it; therefore, be it
| ||||||
17 | RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL | ||||||
18 | ASSEMBLY OF THE STATE OF ILLINOIS, that we urge a full | ||||||
19 | bipartisan investigation by
Congress and support the call for a | ||||||
20 | National Intelligence Estimate
(NIE) to determine the extent of | ||||||
21 | Russian intervention in the 2016
United States presidential | ||||||
22 | election, because this issue requires the
full attention of the |

1 | executive and legislative branches alike, and a
conclusive, | ||||||
2 | public national intelligence estimate will lay out the
facts | ||||||
3 | for the American people; and be it further
| ||||||
4 | RESOLVED, That suitable copies of this resolution be | ||||||
5 | delivered to President Donald Trump, U.S. Senate Majority | ||||||
6 | Leader Mitch McConnell, U.S. Senate Minority Leader Chuck | ||||||
7 | Schumer, U.S. Speaker of the House Paul Ryan, U.S. House of | ||||||
8 | Representatives Minority Leader Nancy Pelosi, and all members | ||||||
9 | of the Illinois Congressional Delegation.
