2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of Barbara Jean Franklin Hiltabrand Allsup | ||||||
4 | of Bloomington, who passed away on January 20, 2019; and
| ||||||
5 | WHEREAS, Barbara Allsup was born in Normal to Noah Elmo and | ||||||
6 | Margaret Bona Mann Franklin on April 11, 1926; she attended | ||||||
7 | school in Lexington until her last two years of high school; | ||||||
8 | she graduated from Ward Belmont Preparatory School in | ||||||
9 | Nashville, Tennessee and then attended Stephens College in | ||||||
10 | Columbia, Missouri, where she majored in aeronautics; she | ||||||
11 | married Robert James "Hilde" Hiltabrand in a garden wedding at | ||||||
12 | her parents' home in Lexington in August 1945; and
| ||||||
13 | WHEREAS, Barbara Allsup earned her private pilot license; | ||||||
14 | and
| ||||||
15 | WHEREAS, Barbara Allsup was preceded in death by her | ||||||
16 | parents; her husbands, Robert James Hiltabrand and Ted T. | ||||||
17 | Allsup; her son, James Franklin Hiltabrand; and her brother, | ||||||
18 | Noah Elmo Franklin Jr.; and
| ||||||
19 | WHEREAS, Barbara Allsup is survived by her children, Sarah | ||||||
20 | Sporrer (David) and Lucy Hoover (Robert Newport); five | ||||||
21 | grandchildren; six great-grandchildren; her stepchildren, Lynn |

3 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED FIRST GENERAL | ||||||
4 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of | ||||||
5 | Barbara Jean Franklin Hiltabrand Allsup and extend our sincere | ||||||
6 | condolences to her family, friends, and all who knew and loved | ||||||
